    Brief

    The purpose of this procurement is to provide operation, intervention, and repair services for the bike-sharing system in Alba Iulia. The operation services encompass all activities necessary to ensure the efficient and sustainable functioning of the system. Intervention and repair services include all activities required to repair and restore the equipment and facilities that make up the bike-sharing system, ensuring its continuous and effective operation. Maintenance services during the warranty period will be handled by the equipment supplier and are not included in this procurement. Bidders are required to propose a detailed methodological framework with working procedures for operating the system and the activities it will perform, in line with the procurement objectives. The contracting authority will provide the winning bidder with available technical documents related to the system, in accordance with HG 907/2016 (technical memos, functional descriptions, technical sheets, specifications, etc.). The services provided will include at least the following: 1. Management and operation of the bike-sharing system servers; 2. Management and operation of the bike-sharing BackOffice software solution; 3. Management of the mobile application for bike access, including updates; 4. Management of the communication network for all elements of the bike-sharing system; 5. Operation of a call center service in Romanian and English; 6. Collection and organization of reporting information; 7. Complete withdrawal and replenishment of bikes in the system; 8. System reinitialization after a downtime period; 9. Relocation of bikes at stations to ensure optimal system functioning; 10. Maintenance/cleaning services for both internal and external components; 11. Replacement of parts and consumables; 12. Interventions and repairs on system equipment and facilities not covered by warranty. According to Article 160 (1) of Law no. 98/2016, interested economic operators have the right to request clarifications or additional information regarding the award documentation up to 17 days before the deadline for submitting offers. The contracting authority will respond clearly and completely to all requests for clarification/additional information 11 days before the established deadline for submitting offers, provided they are submitted within the deadline specified in the participation announcement.
