Outreach Service for Young People

Birmingham City Council is awarding a contract for the Young Persons Outreach Navigator Service, aimed at supporting young individuals aged 18-25 who have recently experienced rough sleeping. This service will be provided through the P0795 Vulnerable Adults Rough Sleepers Council's Framework Agreement, specifically Lot 1 for Young People (16-25 years). The service will assist young people facing multiple disadvantages to maintain their accommodation and prevent them from returning to rough sleeping. It will operate six days a week, with flexible hours tailored to the needs of the young people, including late afternoons, evenings, and some weekends. Funding for this service is secured until March 2026, and it will employ three full-time staff members, including at least one individual with lived experience of homelessness or multiple disadvantages. The focus will be on providing recovery-based support through intensive engagement and comprehensive assistance across various settings, aimed at reducing the risk of returning to rough sleeping. Key features of the service include: - An individualized, flexible approach for entrenched rough sleepers, without time limitations, to address their complex needs. - Assistance in accessing essential services such as healthcare, substance misuse support, accommodation, and wellbeing services. - Support to help individuals remain in their accommodation and avoid returning to rough sleeping.
