The Maritime and Coastguard Agency (MCA) is establishing an open Dynamic Market to procure specialist technical, operational, scientific and advisory services for maritime, offshore energy, environmental response and security activities. This framework supports both planned and time-critical scenarios, including incident preparedness, response, stabilisation, recovery and post-incident assurance. Services may include technical advisory, operational delivery, engineering support, scientific analysis, regulatory guidance and specialist consultancy for complex, high-risk situations such as maritime salvage, offshore intervention, well control and pollution response. Suppliers can participate individually or as part of consortia, offering either standalone expertise or coordinated multidisciplinary teams. The Dynamic Market operates across the UK and its Overseas Territories and Crown Dependencies. The framework remains open for new supplier applications at any time. Admission does not guarantee work; suppliers will be invited to participate in call-off competitions based on their capability, availability and the specific requirements of each procurement. This mechanism provides access to specialised capabilities not fully addressed through existing government-wide commercial agreements, particularly where rapid mobilisation and operationally integrated delivery are essential.
