Asset Management System Replacement for Peaks & Plains Housing Trust

Peaks & Plains Housing Trust is seeking a modern, cloud-hosted Asset Management System (AMS) to replace its aging Keystone platform. This 10-year contract covers software-as-a-service (SaaS) licenses, implementation, data migration, system integrations, and ongoing support for managing approximately 5,200 residential dwellings and associated assets. Phase 1 (Go-Live) includes: core asset register and hierarchy, property characteristics, component lifecycle management, stock condition surveying with mobile app (iOS/Android), 30-year investment planning, Net Present Value appraisal, energy and retrofit module, capital works processing, standard reporting, and API integrations. Phase 2 (Future Scope) will evaluate supplier capabilities for responsive repairs, works management, operational compliance (gas, electrical, fire, water), asbestos management, and statutory case management under Awaab's Law. The solution must be cloud-native or cloud-hosted with UK data residency and ISO 27001 or Cyber Essentials accreditation. The supplier will manage full data migration from Keystone, deliver bi-directional API integrations with Open Housing, Documotive, Elmhurst EPC, Intelligent Energy Sava, and internal SQL Server systems, provide comprehensive training and acceptance testing, and maintain strict SLAs for technical support (Critical, High, Medium, Low severity levels). The Trust anticipates processing approximately 1,000 stock condition surveys, 1,500 property condition inspections, and 1,000 diagnostic inspections annually. Contract award will be based on Most Economically Advantageous Tender (MEAT), with evaluation weighted 70% Quality and 30% Price.
