    Brief

    Southampton City Council is seeking a contractor to replace the existing heat network system at the Holyrood building with a modern two-pipe system served by gas boilers. The work must be completed to specified standards in a timely, cost-effective, and safe manner, with additional installations as required during the contract period. Phase 1 is valued at approximately £1.1m and will run from as soon as possible until November 2026. The Council reserves the right to extend the contract for Phase 2 Design and Build Works (valued between £2.5m-£5m), which is anticipated to include replacement of external pipework and boiler room upgrades. Phase 2 progression will be subject to mutually agreed terms with the incumbent contractor, who must submit methodology and pricing proposals. The Council retains the right to decline Phase 2, tender it separately, or complete it outside this contract. Suppliers should note this is a heat efficiency improvement project with potential for significant scope expansion.
