Housing Development Consultancy for Liverpool City Region

Homes England and the Liverpool City Region Combined Authority (LCRCA) are collaborating to enhance housing delivery across six local authorities in the region, aiming to meet a target of 6,600 new homes during this parliamentary term. They are focused on creating a unified approach to housing development, working closely with local authorities and the development community to integrate new housing into town centre revitalization efforts in Runcorn, Widnes, Bootle, Southport, Birkenhead, Prescot, Huyton, Kirkby, St. Helens, and Earlestown. To achieve these goals, Homes England and LCRCA are seeking external consultancy support to address several key areas: 1. **Supply**: Provide support at the Liverpool City Region level to enhance housing supply in alignment with broader town centre regeneration goals. 2. **Standards**: Assist in developing and implementing interventions that comply with Future Homes standards. 3. **Support**: Transform how residents are assisted in living healthy, independent lives in well-designed homes with access to local amenities, adhering to Building for a Healthy Life standards. Consultants will be tasked with: - Analyzing critical issues and opportunities for integrating housing into town centre development. - Developing a Town Centre Housing Pipeline based on the emerging Strategic Place Partnership prioritization process. - Identifying key development opportunities within the pipeline for each town centre. - Highlighting necessary public sector interventions to facilitate targeted investment and support for projects with the highest potential to achieve shared objectives.
