Direct Award Placement for Unregistered Residential Children's Home

Leicestershire Children and Families Services is seeking to place children in unregistered residential homes through a direct award arrangement. This opportunity arose after a competitive tendering exercise through the Residential & Fostering Placements Dynamic Purchasing System (DPS) resulted in no supplier offers. All suppliers on the DPS were invited to bid but declined to submit proposals. Following this unsuccessful competitive process, the Council is proceeding with a direct award under the Public Contracts Regulations 2015 (PCR2015) Regulation 32(2)(a) negotiated procedure without prior publication. Suppliers capable of providing quality residential placements for children in unregistered settings are encouraged to engage with the Council regarding this opportunity.
