Prison Healthcare Services for HMP Brixton and HMP/YOI Feltham

NHS England (London Region) is seeking healthcare providers to deliver integrated prison healthcare services across two London facilities: HMP Brixton (adult secure estate) and HMP/YOI Feltham A and B (children and young people custodial estate). The Service must deliver comprehensive, integrated primary care, mental health, substance misuse, public health and specialist healthcare, aligned with NHS England's New Models of Care Service Specification. At Feltham YOI, providers must deliver an age-appropriate, therapeutic model focused on safeguarding and trauma-informed care for children and young people. The Service spans the entire custodial journey from reception screening through release planning, with emphasis on continuity of care between prison and community services. Providers will work collaboratively with HM Prison and Probation Service, Youth Custody Service, Integrated Care Boards, local NHS providers, local authorities and voluntary sector organisations to improve health outcomes, reduce health inequalities, and support rehabilitation and resettlement. This procurement is conducted under the Health Care Services (Provider Selection Regime) Regulations 2023 using a Competitive Process, with evaluation based on five regulation 5 key criteria.
