    Brief

The UK Space Agency (UKSA) is seeking competitive concept studies for a space-based time transfer capability that operates independently of GPS and other Global Navigation Satellite Systems (GNSS). This early-stage research and development programme aims to develop and validate technology concepts that could provide the UK and its overseas territories with resilient, independent global timing solutions. UKSA will award multiple contracts, each supporting a time-limited feasibility study of proposed concepts. Studies should assess technical feasibility, performance characteristics, delivery considerations, risks, costs, and the broader solution landscape. UKSA encourages innovative and differentiated approaches with varying technical designs, maturity levels, and scope—contract values may therefore differ. Successful concept studies do not guarantee future development or operational contracts; any follow-on phases will require separate funding approval and competition. This is an exempted research and development procurement under the Procurement Act 2023 and is not subject to standard public procurement rules.
