    Brief

    TII (Transport Infrastructure Ireland) is seeking qualified contractors for the M120 Heavy Civils Enabling Works Framework Agreement to support the MetroLink programme in Dublin. This is a two-lot framework procurement using the negotiated procedure under EU Utilities Regulations (SI 286/2016). Lot 1 covers large-scale heavy civils works with estimated values of €50 million or more (excluding VAT), or complex works of any value. Work types include station boxes, tunnel portals, viaducts, and other major civils packages. Lot 2 covers smaller heavy civils works with estimated values under €50 million (excluding VAT). Work types include retaining walls, foundation/support works, and other civils packages. Applicants may apply for one lot only. The procurement follows a two-stage process: Stage 1 (Selection) involves submitting a Pre-Qualification Questionnaire (PQQ), with up to 5 applicants shortlisted per lot. Stage 2 (Tender) involves responding to an Invitation to Negotiate (ITN), after which the 3 highest-ranked tenderers per lot will be appointed to the framework, with the top-ranked tenderer also awarded the first call-off contract. The 4th and 5th ranked tenderers serve as reserves. The framework may also be used by Iarnród Éireann (Irish Rail) for heavy civil works at or adjacent to Glasnevin station within the scope of M120 works. To participate, register at the Metrolink e-Sourcing Portal (https://metrolink.app.jaggaer.com/) and submit a response to the relevant lot.
