    Brief

    Black Country Transport (via City of Wolverhampton Council) is seeking a design organisation to complete detailed design for the A454 Phase 1 and 2 road improvement scheme in Wolverhampton. The project involves enhancements to A454 Willenhall Road and Walsall Street/Lower Walsall Street to improve traffic flow and support multiple transport modes. Key elements include: implementing a one-way two-lane system around Middle Cross Junction, Lower Horseley Fields, and Lower Walsall Street; facilitating west-bound traffic connections to Middle Cross and Bilston Road Island; reducing congestion at Hickman Avenue and Old Heath Road junction; and introducing segregated cycling facilities for inbound and outbound journeys. The preliminary design stage is finalised and pending Department for Transport programme approval. The successful organisation will develop the design to support contractors in assessing project buildability and progressing toward construction. This contract will be awarded through ESPO 664_25 Lot 2.
