    Brief

    Winchester Council is seeking a local delivery partner based in or serving the Winchester district to deliver a structured digital capability programme to ten micro or small businesses. The programme comprises six key phases: (1) in-person digital assessments to evaluate current capability across operational and commercial areas; (2) tailored action plans delivered within two weeks, including prioritised recommendations, support signposting and funding opportunities; (3) up to four hours of one-to-one digital support per business focused on implementing priority actions; (4) progress review meetings to monitor implementation and address barriers; (5) final reviews to capture outcomes and signpost further support as needed; and (6) a comprehensive final report to the council including business details, assessment summaries, action plans and case studies from at least three participating businesses. The delivery partner must be capable of delivering the majority of the programme in person due to the local engagement requirements. Bidders should submit clarification questions by email to Emily Reason (ereason@winchester.gov.uk) by 9am Monday 1 June 2026, and submit quotes by 9am Monday 8 June 2026, ensuring all specification requirements are addressed.
