    Brief

This procurement opportunity involves design services and construction works to increase rail network capacity on the Marston Vale Line (Bletchley to Stewartby), the OXD line (Oxford Parkway to Bletchley), and Milton Keynes Central Station. The works are planned for progressive delivery from the early 2030s to support increased operational capacity and accommodate a new theme park opening in 2031. Key scope includes: rail systems design and upgrades; re-signalling and track improvements including double tracking and electrification; level crossing closures; bridge and underpass works; station enhancements at Winslow, Bletchley, and Stewartby; earthworks and drainage resilience; planning consent discharge under the Development Consent Order; enabling works such as site clearance and utility diversions; and timetabling integration. The estimated maximum cost is £650 million (excluding VAT). This work requires close coordination with ongoing Marston Vale Line Core Works being delivered by the East West Rail Alliance, including design integration and simultaneous site delivery. Separate procurements will follow for final station arrangements and potential train maintenance depot options.
