    Brief

    The Medicines and Healthcare products Regulatory Agency (MHRA) is seeking support to evaluate the economic impact of its biological reference materials activities. The successful supplier will conduct a comprehensive economic impact assessment from a societal perspective, using HM Treasury Green Book methodology to quantify returns on investment and identify broader value to the economy and society. The assessment will include both monetised impacts and qualitative benefits that cannot be easily quantified. The supplier will prepare a fully referenced economic analysis report designed for integration into MHRA business case documentation, suitable for presentation to stakeholders and decision-makers. This engagement is intended to strengthen the investment case for developing a new facility by demonstrating the value and economic benefits of the MHRA's biological reference materials programme.
