Residential On-Street EV Charging Infrastructure Concession

Swindon Borough Council is seeking a qualified supplier to operate and expand residential on-street electric vehicle (EV) charging infrastructure across England under the LEVI (Local Electric Vehicle Infrastructure) funding programme. This is a market engagement phase to gather supplier feedback on the proposed specification and commercial model before finalizing the tender. The successful bidder will enter into a 15-year concession contract (with a one-year extension option) and will be responsible for deploying low-power charging points, maintaining the infrastructure, and generating revenue from the installations. LEVI funding of £1.942 million is available to support this initiative, which aims to significantly increase local EV charging capacity and stimulate private investment in the charging infrastructure sector. Suppliers are encouraged to participate in this preliminary consultation to help shape the final tender requirements and commercial terms.
