    Brief

Project Zora is a strategic initiative within the Department for Work and Pensions aimed at transforming the Universal Credit service from a monolithic application system into modular, loosely coupled microservices. The project will decompose existing systems to reduce interdependencies, improve deployment flexibility, and enable faster service updates while maintaining continuous operation. Suppliers will provide digital, engineering and delivery expertise across analysis, design, build and transition phases. Key objectives include establishing reusable platform capabilities, managing operational risk, supporting user-centered outcomes, and delivering long-term value for money. This transformation will improve the sustainability, agility and resilience of the service, enabling more responsive delivery of policy changes and future service evolution.
