    Brief

    The Council seeks a contractor to collect, transport, sort, process and market approximately 18,500 tonnes of Dry Mixed Recycling (DMR) annually from 160,000 residential properties, with expected growth to 20,000 tonnes per year. The contractor will collect DMR from Federation Road Transfer Station in Burslem, Stoke-on-Trent (or alternative North Staffordshire location) at approximately three loaded trailers per day, Monday to Thursday, with additional capacity for seasonal peaks. The contractor must transport DMR to a licensed, permitted processing facility where it will be sorted into recyclable material streams and delivered to licensed end destinations for reprocessing. Non-recyclable materials and contamination must be managed according to the waste hierarchy, maximising landfill diversion and using Energy from Waste where practicable. The contractor must provide licensed processing facilities, contingency arrangements, certified weighing facilities and full traceability documentation. Monthly reporting is required including tonnage, material composition, contamination levels, processing destinations and waste composition analysis. All work must comply with waste, environmental and permitting legislation including the Waste (England and Wales) Regulations 2011, Environmental Protection Act 1990 and Environmental Permitting Regulations 2010. Contingency arrangements must be provided at no additional cost.
