Integrated Resource and Waste Management Services Contract

Kirklees Council is seeking qualified suppliers to operate and maintain its integrated resource and waste management services from April 2028 for an initial 15-year term (with potential extension to March 2045). The contract encompasses operation of an Energy from Waste facility (136,000 tonnes per annum capacity), two waste transfer stations (Huddersfield and Dewsbury), four household waste recycling centres, and ancillary facilities. Suppliers must manage all waste streams including residual waste, dry mixed recycling, bulky items, garden waste, hazardous waste, and clinical waste, with annual volumes totalling approximately 163,500 tonnes. Key responsibilities include facility operation and maintenance, waste acceptance and handling, energy marketing, staff management, residue management, haulage, and delivery of innovative waste management solutions aligned with Simpler Recycling principles by 2028. All services must comply with UK standards, applicable KPIs, health and safety regulations, environmental requirements, and business continuity standards. Interested suppliers are invited to attend site visits to the Energy from Waste facility during its planned shutdown period to assess facility condition and operational standards.
